There are no flexi machines in use today, so if someone finds one, yeah, they will have the market to themselves.
http://www.vestax.com/v/products/recorders/vrx2000.html It costs $10,000, blank discs cost about $15 each, it's probably the cheapest record lathe in the world, and unless you are a serious audio professional the results are going to sound like complete shit. And if you are a serious audio professional, the results will only sound like partial shit. Real records are pressed from a master, not cut.
You could try customrecords.com, they will do a one off acetate 7" for something like $50. Since it's on acetate it will probably deteriorate and stop playing after about 10 plays.
Or you can track down Peter King in New Zealand to do small run lathe cut records, they are still going to sound kinda shitty, but the prices may actually be affordable, I think you can get 50 7" cut and shipped to the US for about $5 each.
What exactly do you want to do this for?
